There are many answers, but only one right answer. Of course, it's when a baby comes out.

No, for a baby to come out, there has to be a baby inside. And for there to be a baby inside... well, for reasons of biology and other uncomfortable topics, a woman has to be of a certain age.

Suffice to say that, at the insane age of 9, Elizabeth Purdge of Swindon recently became the youngest mother!
